Salem man arrested for domestic battery, resisting, interference

Norman Feltner, 44, Salem, was arrested on Saturday, Sept. 1, after his girlfriend accused him of domestic violence, interfering with her calling for help and then resisting law enforcement after they arrived.

Deputies Matt Hein and Tory Hildreth were called to a home on South State Road 60 after a woman called, saying her boyfriend, Feltner, had been drinking and was yelling at her and arguing with her and she wanted help leaving the house. While they were on their way, dispatchers notified them the situation was escalating and the woman said Feltner had begun pushing her around. Shortly after that, dispatch reported in again, saying they could hear a struggle and they heard the woman say Feltner was pulling her hair and then the call disconnected. Dispatchers were unable to reestablish a connection with the woman.

When the officers arrived at the scene, they found the woman outside. As she told them again of Feltner’s drinking and that he was still inside the home, Hein said in his report he could see red marks around her neck and chest area. They told her to remain by their police vehicles while they went to speak with Feltner.

Hildreth went around the home to the front door and made contact with Feltner, who was less than cooperative. Hein said he could hear him arguing with Hildreth and as he stepped around to the door, he saw Feltner standing inside, trying to pull the door shut while Hildreth was giving repeated verbal commands to come outside. Feltner continued to yell and Hein also began to give loud, verbal instructions to step out of the house.

Feltner refused and began to run toward the kitchen. Hein stepped inside and continued telling Feltner to stop, but he continued running.

Hein drew and deployed his taser, striking Feltner in the back and bringing Feltner to the floor in the walkway between the kitchen and living room areas. When Hein told him repeatedly to put his hands behind his back, Feltner again refused to comply and Hein re-energized the taser cartridge. Eventually, Feltner complied and Hildreth placed him in handcuffs.

The officers noticed Feltner had a cut on his knee and requested EMS to come to assess his possible injuries. The EMTs treated the cut, but otherwise didn’t see a need to transport him for further care. Hein brought him to the Washington County Detention Center.

The woman who had called for help told Hildreth, who stayed at the scene, that Feltner had pulled her by the hair and grabbed her around the chest with his arm and forcibly took the phone out of her hands while she was talking with dispatched. She had visible red marks on her chest and neck and scrapes on her left arm and elbow.

Feltner was preliminarily charged with: domestic battery, resisting law enforcement and interference with the reporting of a crime.
