A Shepherdsville, Kentucky, man was arrested Sunday, Nov. 25, after an ambulance reported he was swerving all over the roadway and traveling at a high rate of speed toward Salem.

The driver, identified as Roger Mullins, 39, was crying when Cauble pulled him over and said he was in an argument with his girlfriend and had been texting her. Cauble could smell alcohol from the vehicle and Mullins appeared intoxicated. Mullins failed field sobriety tests and registered .106 on a portable breath test.

Cauble took Mullins to the Washington County Detention Center for more testing, leaving Captain Chad Webb with the truck. Webb later informed Cauble he detected a strong smell of marijuana from the vehicle when he went to retrieve the keys and found a whole and partial rolled cigarette, along with three yellow pills, later identified as Alprazolam.

Mullins refused to comply with instructions given for urine testing and began to yell and Cauble told him he would be chaged with disorderly conduct if he continued.

“I advised Mullins that since he would not provide me with a urine sample, I was considering it a refusal,” said Cauble’s report. “Mullins advised that it would take more than two of us.”

Deputy Brad Naugle, who had come to the hospital to assist with Webb, said in a supplementary report Mullins had to be tased and handcuffed.

Cauble obtained a warrant and a nurse obtained a urine sample, despite Mullins’ lack of cooperation and continued yelling.

The toxicology screens showed a .099 ACE, cannabinoids and benzodiazapenes.

Mullins was preliminarily charged with: operating a vehicle with a controlled substance in the person’s body, oeprating a vehicle while intoxicated and endangering a person (refusal), possession of marijuana hash oil, hashish or salvia, possession of a controlled substance, resisting law enforcement and disorderly conduct.
